Circular No. 27/2019/TT-BGDDT dated December 30, 2019 on basic contents of higher education diplomas and appendices

CIRCULAR

BASIC CONTENTS OF HIGHER EDUCATION DIPLOMAS AND APPENDICES

Pursuant to Law on Higher Education dated June 18, 2012; Law on amendments to Law on Higher Education dated November 19, 2018;

Pursuant to Decree 69/2017/ND-CP dated May 25, 2017 of the Government on functions, tasks, powers and organizational structure of the Ministry of Education and Training;

At the request of the Director of Quality Control Department;

The Minister of Education and Training promulgates Circular on basic contents of higher education diplomas and appendices.

Article 1. Scope and regulated entities

1. Scope

This Circular prescribes basic contents of higher education diplomas and appendices thereof, including: bachelor’s degree, master’s degree, doctor’s degree, and degrees of equivalent level.

2. Regulated entities

This Circular applies to higher education institutions, organizations and individuals related to higher education.

Article 2. Basic contents of diploma

1. Title:

SOCIALIST REPUBLIC OF VIETNAM
Independence – Freedom – Happiness

2. Name of the diploma depending on education level (bachelor’s degree, master’s degree, doctor’s degree, degree of equivalent education level).

3. Training major.

4. Name of the higher education institution that issues the diploma.

5. Last name, middle name, and first name of the person to whom the diploma is issued.

6. Date of birth of the person to whom the diploma is issued.

7. Graduation grade (if any).

8. Location and time of issuing the diploma.

9. Academic title, signature, last name, middle name, and first name of the person entitled to issue the diploma and append seal as per the law;

10. Diploma number and entry number in diploma log.

Article 3. Basic contents of diploma appendices

1. Information on the person to whom the diploma is issued: last name, middle name, first name, and date of birth.

2. Information on the diploma: name of higher education institution that issues the diploma, training discipline, date of enrolment, training language, training duration, training level according to the Vietnamese Qualifications Framework, and training mode.

3. Information on training contents and results (if any): name of course or subject, number of credit of each course or subject, grade of the course or subject, total accumulated credits, average score, title and result of theses and dissertations, GPA. If credits are accumulated from different higher education institutions, specify name of subject, credits thereof, and name of higher education institutions.

4. Information connected to the diploma: code of student, learner, researcher; diploma number.

Article 4. Other contents of diplomas and diploma appendices

1. Higher education institutions may add other contents to higher education diplomas in accordance with the law.

2. Higher education institutions are allowed to design template and add other contents to diploma appendices in a law-compliant manner.

3. Languages used in the diploma appendices shall match those used in the diplomas.

Article 5. Entry into force and responsibilities for implementation

1. This Circular comes into force from March 01, 2020.

2. This Circular replaces Circular No. 19/2011/TT-BGDDT dated May 24, 2011 of the Minister of Education and Training; Circular No. 23/2009/TT-BGDDT dated August 12, 2009 of the Minister of Education and Training; and Circular No. 24/2009/TT-BGDDT dated August 12, 2009 of the Minister of Education and Training.

3. Chief of Office, Director of the Quality Control Department, heads of relevant entities affiliated to the Ministry of Education and Training; directors of higher education institutions, academies; and principals of universities are responsible for implementation of this Circular./.
