VỀ VIỆC ĐIỀU ƯỚC QUỐC TẾ CÓ HIỆU LỰC
Thực hiện quy định tại Điều 56 của Luật Điều ước quốc tế năm 2016, Bộ Ngoại giao trân trọng thông báo:
Công hàm trao đổi giữa Chính phủ nước Cộng hòa xã hội chủ nghĩa Việt Nam và Chính phủ Nhật Bản về chương trình hợp tác kỹ thuật năm tài khóa 2022, có hiệu lực từ ngày 10 tháng 3 năm 2023.
Bộ Ngoại giao trân trọng gửi bản sao Công hàm theo quy định tại Điều 59 của Luật nêu trên./.

Bộ Kế hoạch và Đầu tư nước Cộng hoà xã hội chủ nghĩa Việt Nam kính chào Đại sứ quán Nhật Bản tại Việt Nam và xin trân trọng xác nhận đã nhận được Công hàm số JD.121/2022 ngày 28/12/2022 của Đại sứ quán:
Thay mặt Chính phủ nước Cộng hòa xã hội chủ nghĩa Việt Nam, Bộ Kế hoạch và Đầu tư đồng ý với đề nghị được nêu tại Công hàm số J.D.121/2022 ngày 28/12/2022 của Đại sứ quán Nhật Bản tại Việt Nam và khẳng định Công hàm của Đại sứ quán và Công hàm phúc đáp này của Bộ Kế hoạch và Đầu tư sẽ được coi như thỏa thuận giữa hai Chính phủ và có hiệu lực kể từ ngày ký Công hàm phúc đáp này.
Nhân dịp này, Bộ Kế hoạch và Đầu tư nước Cộng hoà xã hội chủ nghĩa Việt Nam xin gửi đến Đại sứ quán Nhật Bản tại Việt Nam lời chào trân trọng./.

The Embassy of Japan in Vietnam presents its compliments to the Ministry of Planning and Investment of the Socialist Republic of Viet Nam, and has the honor to refer to the recent discussions held between the representatives of the Government of Japan and of the Government of the Socialist Republic of Viet Nam concerning the Agreement on Technical Cooperation between the Government of Japan and Government of the Socialist Republic of Viet Nam, signed at Hanoi on October 20, 1998 (hereinafter referred to as “the Agreement”) and to propose the following arrangements:
1. Specific technical cooperation programs as described in the document attached hereto (hereinafter referred to as “the Programs”) will be carried out by the Japan International Cooperation Agency (hereinafter referred to as “JICA”), in the Japanese fiscal year (hereinafter referred to as “the JFY”) 2022 (from April 1, 2022 to March 31, 2023) in accordance with the laws and regulations in force in Japan for the purpose of achieving the objectives of each Program.
2. Pursuant to the Agreement, the Government of the Socialist Republic of Viet Nam shall accord privileges, immunities and benefits prescribed in the Agreement to the Experts, members of the Missions and their families, staying in the Socialist Republic of Viet Nam, as well as equipment, machinery and materials in connection with the implementation of the Programs.
3. The details and procedures of the Programs will be decided upon between JICA and responsible agencies of the Government of the Socialist Republic of Viet Nam.
4. Modification of or addition to the Programs in the JFY 2022 may be made by the consent between the competent authorities of the two Governments.
5. The Government of the Socialist Republic of Viet Nam shall take necessary measures to ensure security of the Experts, the members of the Missions and their families staying in the Socialist Republic of Viet Nam.
6. The two Governments shall consult with each other in respect of any matter that may arise from or in connection with the present arrangements.
7. These arrangements will remain in effect until June 30, 2023 in case where the Programs in the JFY 2022 need to be implemented continuously after March 31, 2023 and will cease to have effect when the arrangements concerning specific technical cooperation Programs in the JFY 2023 is exchanged between the Embassy of Japan and the Ministry of Planning and Investment of the Socialist Republic of Viet Nam.
