In order to further tighten traffic flow on the road during city-wide social distancing according to Directive No. 16/CT-TTg and the implementation of Official Dispatch No. 2789/BCD-VX dated August 20, 2021 of the Steering Committee for COVID-19 Prevention and Control of Ho Chi Minh City on strengthening some measures for COVID-19 prevention and control (from August 23, 2021 to September 6, 2020). 2021), below are directives of the People’s Committee of Ho Chi Minh City:
1. From 00:00 on August 23, 2021 to September 6, 2021, all agencies, units and enterprises of the city and central government located in the city shall implement “three-on-spot” or “one route, two destinations” plan (up to 1/4 of the total number of officials, public employees and employees of the unit) and must be present at the workplace before 6:00 of August 23, 2021.
2. The permitted road users shall keep complying with Official Dispatch No. 2718/UBND-VX dated August 15, 2021 of the People’s Committee of Ho Chi Minh City, have a road use permit and identification signs according to regulations. ; shippers shall temporarily stop operating in Thu Duc City and the following districts: 8, 12, Go Vap, Binh Tan, Binh Thanh, Binh Chanh, Hoc Mon; for the remaining districts, shippers shall only operate within the district, must not go to other districts and must have their own identification sign as prescribed in Official Dispatch No. 2491/UBND-KT dated July 26, 2021 of the People’s Committee of Ho Chi Minh City.
3. The following people are eligible for the road use permit:
- Members of Steering Committees for Covid-19 Control at all levels; forces directly participate in epidemic forces, infrastructure maintenance.
- Officials, public employees, employees: not more than 10% of total number.
- Other special cases decided by heads of the authorities specified in (4), which must be reported to Ho Chi Minh City Police Department.
4. Issuing authorities:
- Heads of Departments, agencies, Communist Party, Youth Association agencies, corporations affiliated to the City shall issue road use permits to officials, public employees and employees under their management.
- Heads of central authorities located in Ho Chi Minh City shall issue road use permits to officials, public employees and employees under their management.
- The People’s Committees of districts, Thu Duc City, communes and commune-level towns shall issue road use permits to officials, public employees, employees and the people under their management (only valid in the administrative division).
These authorities shall report the quantity and symbols of issued road use permits to Ho Chi Minh City Police Department for inspection and supervision.
More details in Appendix 1 hereof.
5. Identification:
- Road use permit: use the enclosed template.
- Uniforms: wear uniforms of their workplaces. Officials and public employees and other forces participating in epidemic control shall wear uniforms provided by the City.
Heads of agencies and units shall strictly follow these instructions. Ho Chi Minh City Police Department shall intensify inspection and take actions against violations of this Official Dispatch./.
