RESOLUTION

ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF DAK LAK PROVINCE IN 2025

Pursuant to the Law on Local Government Organization No. 72/2025/QH15;

Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial administrative divisions;

Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;

Article 1. Arrangement of commune-level administrative divisions of Dak Lak province

According to the Government’s Project No. 341/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Dak Lak province (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Dak Lak province as follows:

1. Merge the entire natural area and population size of communes of Hoa Phu (Buon Ma Thuot city), Hoa Xuan and Hoa Khanh into a new commune called Hoa Phu commune.

2. Merge the entire natural area and population size of communes of Ea Sien and Ea Drong into a new commune called Ea Drong commune.

3. Merge the entire natural area and population size of Ea Sup commune-level town; communes of Cu M'Lan and Ea Le into a new commune called Ea Sup commune.

4. Merge the entire natural area and population size of communes of Ia Jloi, Cu Kbang and Ea Rok into a new commune called Ea Rok commune.

5. Merge the entire natural area and population size of communes of Ya To Mot and Ea Bung into a new commune called Ea Bung commune.

6. Merge the entire natural area and population size of communes of Ea Huar, Tan Hoa and Ea Wer into a new commune called Ea Wer commune.

7. Merge the entire natural area and population size of communes of Ea Bar (Buon Don district), Cuor Knia and Ea Nuol into a new commune called Ea Nuol commune.

77. Merge the entire natural area and population size of Hai Rieng commune-level town; communes of Ea Trol, Song Hinh; and remaining part of Ea Bia commune after the merger prescribed in clause 76 of this Article into a new commune called Song Hinh commune.

82. Merge the entire natural area and population size of wards of Thanh Cong, Tan Tien, Tan Thanh, Tu An, Tan Loi and Cu Ebur commune into a new ward called Buon Ma Thuot ward.

83. Merge the entire natural area and population size of Tan An ward; communes of Ea Tu and Hoa Thuan into a new ward called Tan An ward.

84. Merge the entire natural area and population size of wards of an Hoa, Tan Lap; and Hoa Thang commune (Buon Ma Thuot city) into a new ward called Tan Lap ward.

85. Merge the entire natural area and population size of wards of Khanh Xuan and Thanh Nhat into a new ward called Thanh Nhat ward.

86. Merge the entire natural area and population size of Ea Tam ward and Ea Kao commune into a new ward called Ea Kao ward.

87. Merge the entire natural area and population size of wards of Dat Hieu, An Binh, An Lac, Thien An, Thong Nhat and Doan Ket into a new ward called Buon Ho ward.

Merge a part of the natural area and population size of wards of Phu Dong, Phu Lam, Phu Thanh; Hoa Thanh commune (Dong Hoa district-level town); a part of the natural area and population size of Hoa Hiep Bac ward; and remaining part of Hoa Binh 1 commune after the merger prescribed in clause 66 of this Article into a new ward called Phu Yen ward.

90. Merge a part of the natural area and population size of wards 1, 2, 4, 5, 7; a part of the natural area and population size of ward 9; remaining part of Hoa An commune (Phu Hoa district) after the merger prescribed in clause 64 of this Article; and remaining part of Hoa Tri commune after the merger prescribed in clause 65 of this Article into a new ward called Tuy Hoa ward.

91. Merge the entire natural area and population size of communes of An Phu, Hoa Kien, Binh Kien; and remaining part of ward 9 after the merger prescribed in clause 90 of this Article into a new commune called Binh Kien ward.

92. Merge the entire natural area and population size of wards of Xuan Thanh and Xuan Dai into a new ward called Xuan Dai ward.

93. Merge the entire natural area and population size of wards of Xuan Yen, Xuan Phu; communes of Xuan Phuong and Xuan Thinh into a new ward called Song Cau ward.

94. Merge the entire natural area and population size of wards of Hoa Vinh, Hoa Xuan Tay; and Hoa Tan Dong commune into a new ward called Dong Hoa ward.

95. Merge the entire natural area and population size of wards of Hoa Hiep Trung, Hoa Hiep Nam; and remaining part of Hoa Hiep Bac ward after the merger prescribed in clause 89 of this Article into a new ward called Hoa Hiep ward.

96. Krong Na commune is changed into Buon Don commune.

97. After the arrangement, Dak Lak province has 102 administrative-level divisions including 88 communes and 14 wards; of which 82 wards and 14 wards are formed after the arrangement prescribed in this Article and 06 communes are not subject to the arrangement, namely Ea H'Leo, Ea Trang, Ia Lop, Ia Rve, Krong No and Vu Bon.

1. This Resolution comes into force from the day on which it is ratified.

2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement prescribed in Article 1 of this Resolution officially commence operations from July 01, 2025.

3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.

Article 3. Implementation

1. The Government, People's Council of Dak Lak province, People’s Committee of Dak Lak province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the province.

2. The Government is assigned to rely on this Resolution and Project No. 341/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and disclose it before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.

3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegation of National Assembly Deputies of Dak Lak province shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.

This Resolution was ratified by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on June 16, 2025.
