Decision No. 1417/QD-LDTBXH dated November 09, 2009 on establishment of steering committee for adoption of scheme on provision of assistance for poor districts in labor export promotion for the purpose of sustainable poverty reduction during 2009 - 2020

DECISION

ON ESTABLISHMENT OF STEERING COMMITTEE FOR ADOPTION OF SCHEME ON PROVISION OF ASSISTANCE FOR POOR DISTRICTS IN LABOR EXPORT PROMOTION FOR THE PURPOSE OF SUSTAINABLE POVERTY REDUCTION DURING 2009 - 2020

MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS

Pursuant to Decree No.186/2007/ND-CP dated December 25, 2017 of the Government on functions, duties, rights and organizational structure of the Ministry of Labor, War Invalids and Social Affairs;

Pursuant to Decision No.71/2009/QD-TTg dated April 29, 2009 of the Prime Minister on approval for the scheme on provision of assistance for poor districts in labor export promotion for the purpose of sustainable poverty reduction during 2009-2020;

At the request of Director General of Department of Personnel and Organization and Director of Department of Overseas Labor,

HEREBY DECIDES:

Article 1. Establishing a steering committee for adoption of the scheme on provision of assistance for poor districts in labor export promotion with the aim of sustainable poverty reduction during 2009-2020 (hereinafter referred to as “the steering committee”) with the following contents:

1. Head of the committee: Mr. Nguyen Thanh Hoa – Deputy Director of the Ministry of Labor, War Invalids and Social Affairs;

2. Deputies:

- Mr. Nguyen Ngoc Quynh – Director of Department of Overseas Labor, Ministry of Labor, War Invalids and Social Affairs: Deputy of the standing committee;

- Mr. Chu Quang Cuong - Director General of Department of Finance and Planning, Ministry of Labor, War Invalids and Social Affairs

3. Members:

- Mr. Ngo Truong Thi - Deputy Director of Department of Social Assistance, Ministry of Labor, War Invalids and Social Affairs;

- Mr. Nguyen Manh Hoa – Deputy Director of Department of Debt Management and External Finance, Ministry of Finance;

- Mrs. Nguyen Thi Hong Le – Deputy Director of Department of Labor, Culture and Social Affairs, Ministry of Planning and Investment;

- Mr.  Pham Nhu Nghe – Deputy Director of Department of Vocational Education, Ministry of Education and Training;

- Mr. Hoang Thuy Duong – Deputy Director of Department of Economic Affairs, Ministry of Foreign Affairs;

- Mr. Nguyen Van Xuan – Deputy Director of Department of Policies on Ethnic Minority, Committee of Ethnic Affairs;

- Mr. Pham Le Van – Deputy Director of Department of National Movement for National Security, Directorate for Mobilization of People’s Police force, Ministry of Public Security;

- Mr. Dang Quoc Toan – Member of the Central Committee of Ho Chi Minh Communist Youth Union, Deputy of Youth Committee for Labor and Urban Affairs, Ho Chi Minh Communist Youth Union;

- Mr. Nguyen Van Ly, Deputy Director General of Bank for Social Policies;

- Mr. Pham Duc Hoa – Deputy Director General of Bank for Development of Vietnam;

Article 2. Duties of the steering committee:

1. Assist the Minister of Labor, War Invalids and Social Affairs in:

- researching and proposing plans and methods for dealing with important issues or inter-sector issues relating the scheme adoption;

- providing guidelines and cooperating with relevant ministries in running the scheme;

- monitoring, checking and urging relevant ministries and People's Committees of provinces with poor districts to run the scheme;

2. Cooperate with ministerial-affiliated entities in researching and proposing methods and policies for performing tasks specified in point 1 Section VI of Decision No.71/2009/QD-TTg dated April 24, 2009 of the Prime Minister; 

3. Send periodic or irregular reports on the scheme adoption to the Minister of Labor, War Invalids and Social Affairs;

4. Perform other duties as assigned by the Minister of Labor, War Invalids and Social Affairs.

Article 3. The steering committee may use the stamp of the Ministry of Labor, War Invalids and Social Affairs during performance of its duties specified in Article 2 herein.

The head of the committee shall decide to establish an assistance group and issue working regulations applied to the steering committee and such assistance group.

Article 4. Funding  

Funding for operation of the steering committee and assistance group shall be provided from state budget which is deducted from the funding for implementation of Decision No.71/2009/QD-TTg given in annual budget estimate made by the Department of Overseas Labor. 

Article 5. This decision comes into force from the day on which it is signed. The steering committee shall dissolve after completing its duties.

Article 6. Chief of the Ministry Office, Directors of Department of Personnel and Organization, Department of Finance and Planning and Department of Overseas Labor, Directors of relevant agencies and members specified in Article 1 herein shall take responsibility to implement this Decision.
