MEMORANDUM OF UNDERSTANDING FOR COOPERATION ON HUMAN RESOURCES DEVELOPMENT FOR NUCLEAR POWER PLANTS IN VIET NAM

The Ministry of Industry (MOI - the Vietnamese side) of the Socialist Republic of Viet Nam and the Ministry of Commerce, Industry and Energy (MOCIE - the Korean side) of the Republic of Korea (kereinafter referred to as the “two Sides”),

Derived from the fruitful relations in the field of energy and resources between the Socialist Republic of Viet Nam and the Republic of Korea,

With a view to promoting cooperation between the two Sides, which have been vividly manifested by the Memorandum of Understanding for Cooperation on Energy and Resources signed in October 10, 2004, and the Memorandum of Understanding for Cooperation on the Nuclear Power Project in Viet Nam, signed in November 10, 2002,

Here reached the following understanding:

1. GENERAL PROVISION

Recognizing the mutual beneficial cooperation in the field of nuclear power, the two Sides will continuously cooperate in development of the first nuclear power plant in Viet Nam.

Strengthening cooperation and exchange of expertiences and information in the field of nuclear power, the two Sides hereby agree to cooperate in human resources development for the nuclear power plants in Viet Nam.

2. CONTENTS OF TRAINING

The Korean side will provide the Vietnamese side with the fillowing training courses either in Viet Nam or in Korea for students, researchers, policy makers, government officers and/or experts:

a. On-the-job training courses for project management, research & development (R&D), safety regulation, system design & engineering;

b. Class room training courses for nuclear policy, planning, law and regulation;

c. Class room training courses at some universities for nuclear related science & engineering such as nuclear reator theory & design, nuclear materials, nuclear power plant system engineering, quantum beam engineering, radiation and radioactive waste management, etc.

3. IMPLEMENTATION

The two Sides agree to designate the International Cooperation Department (ICD) of Ministry of Industry (MOI) and the Korea Hydro & Nuclear Power Company (KHNP) on behalf of the Ministry of Commerce, Industry and Energy (MOCIE) as representative implementing agency for each side to implement the human resource development program described in this Memorandum of Understanding.

Detailed contents and guidelines for the training courses including time, place, duration, numer of trainees, qualification requirement and implementation procedures will be developed by the Korean side and discussed betwween the two representative implementing agencies.

4. EXPENSES

For the training courses to be implemented in Korea, the Korean side will bear the expenses related to the implementation of the training course, incurred during the training in accordance with relevant regulations of implementing agency.

For the training courses to be implemented in Viet Nam, the Vietnamese side will arrange the place and provide required facility on its own expenses while the Korean side will bear the travel and accommodation expenses for the lecturers dispatched from Korea.

5. CONFIDENTIALITY

The two Sides shall undertake to keep confidential all information, data, materials obtained through implementation fo this Memorandum of Understanding an not disclose them to any third party or to the public without prior written consent of the other Side.

6. TERMS AND ENFORCEMENT

This Memorandum of Understanding will com into force three (3) years from the date of signing. The Memorandum may be extended beyond its period of validity upon mutual consent made by the two Sides via exchange of official note.
