THE MINISTER OF INDUSTRY AND TRADE
Pursuant to the Government’s Decree No. 40/2025/ND-CP dated February 26, 2025 defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Law on Electricity No. 61/2024/QH15 dated November 30, 2024;
Pursuant to the Law on Planning No. 21/2017/QH14 dated November 24, 2017; Law No. 57/2024/QH15 dated November 29, 2024 on amendments to Law on Planning, Law on Investment, Law on Public-Private Partnership Investment, and Law on Bidding;
Pursuant to the Government’s Decree No. 37/2019/ND-CP dated May 07, 2019 elaborating the Law on Planning amended by the Government's Decree No. 58/2023/ND-CP dated August 12, 2023, Decree No. 22/2025/ND-CP dated February 11, 2025;
Pursuant to the Government’s Resolution No. 233/NQ-CP dated December 10, 2024 on the Government’s Regular Meeting in November 2024 on guidelines and directions for removing difficulties and obstacles facing renewable energy projects; directions of the Prime Minister at the Conference on announcement and implementation of the Government's Resolution on guidelines and directions for removing difficulties and obstacles facing renewable energy projects on December 12, 2024 at the Office of the Government;
Pursuant to the Government’s Decree No. 56/2025/ND-CP dated March 03, 2025 elaborating the Law on Electricity pertaining to electricity development planning, electricity supply network development schemes, investment in construction of electricity projects and bidding for selection of investors in electricity business investment projects;
Pursuant to the Prime Minister's Decision No. 500/QD-TTg dated May 15, 2023 approving the National Power Development Planning for 2021 - 2030 period, with a vision toward 2050;
Pursuant to the Prime Minister's Decision No. 262/QD-TTg dated April 01, 2024 approving the Plan to implement the National Power Development Planning in 2021 - 2030 period, with a vision toward 2050; Decision No. 1682/QD-TTg dated December 28, 2024 approving additions and updates to the National Power Development Planning in 2021 - 2030 period, with a vision toward 2050;
Pursuant to the Document No. 9543/VPCP-CN dated December 25, 2024, Document No. 1420/VPCP-CN dated February 21, 2025, Document No. 1667/VPCP-CN dated February 28, 2025 of the Office of the Government on promulgating additions and updates to the Power Development Planning VIII (3rd time) for implementation of the Resolution No. 233/NQ-CP;
In view of the Document No. 297/EVN-TTD dated February 13, 2025 of the Vietnam Electricity;
At the request of the Director General of the Electricity Authority.
HERBY DECIDES:
Article 1. Promulgated together with this Decision is the updated list of power source projects mentioned in the Appendix III to the Decision No. 262/QD-TTg dated April 01, 2024 and Decision No. 1682/QD-TTg dated December 28, 2024 with regard to concentrated solar power projects in the solar power source structure under the Prime Minister’s Decision No. 500/QD-TTg dated May 15, 2023 approving the National Power Development Planning for 2021 - 2030 period, with a vision toward 2050 implemented according to the Government’s Resolution No. 233/NQ-CP dated December 10, 2024 on guidelines and directions for removing difficulties facing renewable energy projects.
The list of solar power projects in this Decision only specifies their names, capacity and locations up to the provincial-level administrative divisions. Expected locations of project execution are contained in the application for approval for investment guidelines as prescribed in Article 33 of the Law on Investment or the pre-feasibility study report (in cases where a pre-feasibility study report is required as prescribed in clause 2 Article 53 of the Construction Law No. 50/2014/QH13). Positions and building sites of projects are contained in the construction investment feasibility study report as specified in clauses 1 and 2 Article 54 of the Construction Law No. 50/2014/QH13.
Relevant competent authorities shall rely on the solutions and rules for removing difficulties resolved by the Government under the Resolution No. 233/NQ-CP dated December 10, 2024 to continue to remove obstacles and difficulties facing renewable energy projects.
Article 2. This Decision comes into force from the date on which it is signed. Other contents under the Decision No. 262/QD-TTg dated April 01, 2024 and Decision No. 1682/QD-TTg dated December 28, 2024 remain unchanged.
Article 3. The Chief of the Ministry Office, the Chief Inspector of the Ministry, the Director General of the Electricity Authority and relevant agencies are responsible for the implementation of this Decision./.
