Pursuant to the Government's Decree No. 81/2017/ND-CP dated July 17, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Construction;
Resolution No. 24-NQ/TW dated June 3, 2013 of the Seventh Session of the XIth Central Committee of the Communist Party on active response to climate change and strengthened management of natural resources and environmental protection;
Government’s Resolution No. 93/NQ-CP dated October 31, 2016 on approval of the Paris Agreement on action to fulfill obligations in the UN Framework Convention on climate change;
Government’s Resolution No. 06/NQ-CP dated January 21, 2021 on the Plan of Action for the ongoing implementation of the Resolution No. 24-NQ/TW dated June 3, 2013 of the Seventh Session of the XIth Central Committee of the Communist Party on active action against climate change and strengthened management of natural resources and environmental protection under the Conclusion No. 56-KL/TW dated August 23, 2019 of the Politburo;
Notice No. 30/TB-VPCP dated January 30, 2022 of the Government Office regarding the Conclusion of the Prime Minister - the Chief of the National Steering Committee in the first meeting of the National Steering Committee on fulfillment of Vietnam's commitments made in the 26th session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP26);
Notice No. 40/TB-VPCP dated February 13, 2022 of the Government Office regarding the Conclusion of the Prime Minister - the Chief of the National Steering Committee in the first meeting of the National Steering Committee on fulfillment of Vietnam's commitments made in the 26th session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP26);
Upon the request of the Director of the Department of the Director of the Department of Science, Technology and Environment,
HEREIN DECIDES
Article 1. to approve “Climate change action plan in the construction sector for the 2022 – 2030 period with vision towards 2050 to fulfill Vietnam’s commitments in COP26” enclosed herewith.
Article 2. This Decision shall enter into force as of the signature date.
Article 3. The Chief of the Ministry’s Office, Heads of subordinate agencies and units of the Ministry, Directors of the Construction Departments of centrally-affiliated cities and provinces, and other concerned entities shall be responsible for implementing this Decision./.

- Actively respond to climate change on the basis of concurrently conducting activities to adapt to climate change and reduce greenhouse gas emissions to net zero in order to fulfill Vietnam's commitments at COP26 by 2050 and achieve the goals of climate change adaptation, on the basis of an integrated, inter-sectoral and inter-regional management approach and ensuring the harmony of interests of stakeholders and different generations; enhance dynamism and creativity.
- Review climate change response regulations included in specialized regulatory documents and integrate them in these documents; strengthen the roles and responsibilities of state regulatory authorities, private businesses, socio-political, professional organizations, researchers and the population.
- Design and carry out tasks and solutions to respond to climate change in a systematic, synchronous and focused manner which are appropriate over periods of time, conform to national regulations, and are based on scientific knowledge combined with traditional practices and indigenous know-how; taking into account socio-economic efficiency and risk-related and uncertain factors of climate change.
- Enhance private-sector contributions, improve the efficiency of international cooperation, and attract more international funding for response actions against climate change of construction authorities.
II. Recipients and scope of investment preferences:
1. Urban and urban infrastructure development plans.
2. Building material extraction and production.
3. Construction and construction management.
3.1. General objectives:
Improve the capacity for state management of climate change and the construction authority's ability to respond to the impacts of climate change; the efficient use of resources, energy, sustainable development of the construction industry, contributing to fulfilling Vietnam's commitments at COP 26 to net-zero emissions by 2050.
3.2. Specific goals and targets:
3.2.1. 2022 – 2030 period
- Review and revise strategies, programs, plans for development of the construction industry; formulate completed regulatory policies and instructional documents in the construction industry;
- Establish and actualize the construction authority’s roadmap to carry out Vietnam’s commitments at COP26 towards net-zero emissions by 2050;
- Implement mitigation measures for greenhouse gas emissions in the Construction sector to achieve the target of the emission reduction of at least 74.3 million tons of CO2 equivalents (CO2td) compared to the emission reduction stated in the Business as Usual (BAU) emission scenario;
- Perfect state management tools that the Construction authorities at the central through grassroots level can use for greenhouse gas inventory; measurement, reporting and verification (MRV) of greenhouse gas (GHG) emission reduction;
- Integrate topics of discussion about climate change adaptation and GHG emission reduction into the master plan for urban development; ensure that 100% of grade III or higher-grade cities must integrate these topics in their planning schemes for development of new cities or adjustments to the urban planning schemes;
- Develop utility infrastructure for use in urban areas to respond to climate change and reduce GHG emissions. By 2025, finish setting up a set of criteria and procedures for assessing and recognizing green and low-carbon buildings; green or low carbon urban areas. By 2030, at least 25% of new urban areas are expected to apply the criteria of green urban areas with low carbon emissions. Adopt incentive policies for development of green and low-carbon cities;
- Erect homes, office buildings, shopping malls, etc. satisfying climate change adaptation and GHG emission reduction requirements. By 2025, finish establishing a set of criteria and procedures for assessing and recognizing low-carbon buildings. By 2030, the volume of GHG emission in construction and operation of apartment buildings is expected to reduce by at least 25% compared to 2020; 100% of new and renovated buildings must comply with the National Technical Regulations on Energy-Efficient Buildings;
- Promote the production of green and low-carbon building materials. Formulate the complete set of green and low-carbon emission standards for building material products (e.g. cement, pavers, tiles, walling materials, sanitary ware, architectural glass) and building materials obtained from recycled wastes discharged from construction and industrial activities. By 2030, 25% of building materials mainly produced domestically expects to be accredited as green products;
- Raise public awareness and the capacity of the community and construction industry staff working in GHG emission reduction and climate change adaptation activities;
- Strengthen cooperation amongst domestic and international organizations and individuals in studying, developing and applying proper scientific and technological achievements in response to climate change,…;
- Test or pilot regulatory policies and engineering solutions meeting climate change adaptation and GHG emission reduction requirements.
- Get ready for construction enterprises’ participation in the domestic and international carbon market.
3.2.2 Post-2030 period
- Apply GHG emission reduction solutions in the construction industry in order to contribute to reaching the net-zero national emission target under Vietnam’s commitments at COP26;
- 100% of new buildings are expected to take the GHG inventory and apply solutions to reducing GHG emissions;
- 100% of planning schemes and adjustments to the urban master plans are expected to deal with climate change adaptation and GHG reduction issues;
- Widely develop building materials, construction works, technical infrastructure and urban areas into green, low-carbon and climate change-adaptable ones. By 2050, at least 50% of new urban areas and 10% of cities are expected to apply the criteria of green urban areas with low-carbon emissions. More than 50% of publicly-funded buildings are expected to meet the green construction criteria; 100% of commercial buildings and apartment buildings consuming more than 1.000TOE or equivalent will be recognized as low-carbon buildings.
- Continue to increase international cooperation in studying, developing and applying scientific and technological breakthroughs to respond to climate change.
IV. Main tasks involved in the Plan of action:
(Details are given in the Appendix hereto).
V. Plan implementation solutions
5.1. Regarding regulatory policies
5.1.1. Intensify the review, amendment, supplementation and improvement of legal documents, regulatory mechanisms and policies, regulations and standards related to the industry development, including planning and management of capital investment in development of cities, utility infrastructure for urban areas, housing and production of building materials in the context of increase in risks from climate change, creating a legal basis for the consistent implementation of climate change response activities in the construction industry;
5.1.2. Integrate climate change factors in the process of developing strategies, master plans, plans, legal documents, standards, regulations and technical guidelines of construction authorities;
5.1.3. Formulate and implement regulatory policies in order to ensure private-sector involvement and diversification, attract domestic and foreign resources to make construction authorities to take actions effectively against climate change;
5.1.4. Encourage entities and persons to get involved in consulting and service activities aimed at helping construction authorities to perform their assigned tasks of response to climate change;
5.1.5. Design and implement regulatory mechanisms and policies to encourage construction enterprises to use green and low-carbon building materials.
5.1.6. Design MRV instructions for use in the construction subsectors.
5.2. Regarding science and technology
5.2.1. Develop annual plans and conduct scientific researches to forecast and assess impacts of natural disasters and climate change on development of cities, urban utility infrastructure and construction works;
5.2.2. Research engineering and technological solutions and apply them in the process of manufacturing green materials, building and developing green and low-carbon structures suitable to natural, socio-economic conditions in Vietnam;
5.2.3. Apply information technology, geographic information systems (GIS), market-based tools (MBIs), carbon pricing tools and manage the database for climate change response in the construction sector;
5.3. Regarding international cooperation
5.3.1. Develop and implement international cooperation tasks related to GHG emission reduction and climate change adaptation in the construction sector;
5.3.2. Promote cooperation, make connection with international and regional programs, and establish the network of bilateral and multilateral partners on climate change related to construction activities;
5.3.3. Receive transferred technologies for GHG emission reduction and climate change response from developed countries.
5.4. Regarding financing
5.4.1. The aforesaid commissions in this Plan of Action shall be financed by the central budget, the local budgets, enterprises, international organizations and social contributions;
5.4.2. Review climate change response programs and combine these programs with other key development target programs of the Government in order to exploit funding sources, including funding offered by foreign organizations and individuals and other domestic capital;
5.4.3. Promote and prioritize increased funding for investments in energy-efficient and low-carbon housing and office buildings.
5.5. Regarding strengthened capabilities, communication and promotion of awareness of climate change
5.5.1. Disseminate, propagate the guidelines, viewpoints and documents on climate change response in the construction sector of the Party, the Government and the Ministry of Construction, and ensure that construction and local authority personnel thoroughly grasp them.
5.5.2. Set up information systems, databases, and websites of construction authorities on climate change, and ensure connection with the Ministry of Natural Resources and Environment, other relevant ministries, central, local authorities and businesses to provide information, forecast issues related to climate change and orientate them towards the implementation of solutions to GHG emission reduction and climate change adaptation solutions;
5.5.3. Organize capacity building conferences and seminars; diversify types of drills and training courses on application of policies, solutions and technologies to mitigate and adapt to climate change so that all trainees from Departments, Institutes, Schools, consultancy bodies under the Ministry of Construction, construction enterprises, socio-political organizations; Associations/Professional Societies, etc. participate;
5.5.5. Enhance communication campaigns regarding interest of construction projects and products in response to climate change.
1. Department of Science, Technology and Environment serving as the managing agency under the Ministry of Construction shall be responsible for coordinating and cooperating with relevant agencies in organizing the implementation, inspection, review and evaluation of the performance or fulfillment of the tasks specified in Appendix 1 of this Action Plan;
2. Department of Planning and Finance shall cooperate with the Department of Science, Technology and Environment and other related units in allocating capital sources and assigning budget estimates to perform the tasks assigned by the Ministry of Construction as stated in Appendix 1 to this Action Plan;
3. Based on their functions, tasks and powers, heads of agencies and units under the Ministry of Construction shall be responsible for performing the assigned tasks specified in Appendix 1 to this Action Plan; annually report results to the managing agency in order for it to prepare the final report for submission to the leadership of the Ministry of Construction;
4. Departments of Construction of provinces and centrally-run cities, investors in projects, building material manufacturers, etc. shall take charge of performing related tasks and solutions mentioned in Appendix 1 of this Action Plan.
