ON FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF VIETNAM NEWS AGENCY (VNA)
Pursuant to the Law on Government Organization dated February 18, 2025;
At the request of the Minister of Information and Communications;
The Government of Vietnam promulgates a Decree on functions, tasks, powers and organizational structure of Vietnam News Agency.
Article 1. Positions and functions
1. The Vietnam News Agency is the official state-run news agency of the Socialist Republic of Vietnam and a major multimedia media agency, performing the function of posting and broadcasting information and official documents of Vietnamese Communist Party and the State; providing information at the request of Vietnamese Communist Party and the State; disseminating information to serve mass media agencies, the public and other domestic and foreign entities.
2. The Vietnam News Agency is the international trade name in English and is abbreviated to “TTXVN” in Vietnamese and “VNA” in English.
3. The VNA under the state management of the Ministry is assigned state management of the press and publication.
Article 2. Tasks and entitlements
The VNA shall perform the tasks and entitlements specified in the Law on Government Organization, the Government's regulations on agencies affiliated to the Government and the following tasks and entitlements:
1. Develop long-term, medium-term and annual strategies, programs and plans and significant projects of the VNA, submit them to the Government and Prime Minister and organize the implementation thereof after being approved.
2. Post and broadcast official documents and information of the Vietnamese Communist Party and the State; collect and compile common information, reporting information and reference information in the forms of news bulletins and products of print and electronic media to timely meet the requirements of leadership by the CPV and management by the State.
3. Publish official viewpoints of the State on current affairs; redirect information that is not in line with national interests; object and correct false information; issue a statement of refuting the information intended to be misleading when necessary.
4. Collect, compile, publish, print and release publications, news bulletins and products of print and electronic media to be provided to mass media agencies, the public and other domestic and foreign entities. Organize the production of digital contents in accordance with the assigned functions and tasks.
5. Perform tasks of the national key foreign press agency; collect, compile and disseminate information about Vietnam in different languages to domestic and foreign agencies, organizations, news agencies and press agencies; foreigners and overseas Vietnamese.
6. Archive information materials; build an information data bank; manage national photographic documents and organize the use of these materials to be provided for the information and dissemination of domestic and foreign affairs of the VNA, and satisfy the needs of the CPV agencies and state agencies, domestic and foreign organizations and individuals.
7. Inform and disseminate in the spoken and written language of ethnic minorities to ethnic minorities and mountainous people.
8. Provide information and cooperate with related agencies in performing national defense and security tasks.
9. Perform political tasks assigned by competent authorities and funded by the state budget; implement the financial autonomy mechanism as prescribed by law; in the special case, the VNA shall propose and cooperate with relevant ministries and agencies in developing regulations on the specific financial autonomy mechanism of the VNA and submitting them to competent authorities for promulgation thereof.
10. Decide, manage and organize execution of investment projects within its jurisdiction in accordance with law; participate in verifying important schemes, projects and programs in the professional fields assigned by the Prime Minister.
11. Organize the conduct of research and application of scientific and technological progress and digital transformation in the operation of the VNA.
12. Require international cooperation in terms of fields under the VNA’s functions, tasks and powers in accordance with regulations of law.
13. Decide and direct the execution of programs for administrative reform of the VNA according to targets and contents of the overall programs for state administrative reform issued by the Government of Vietnam.
14. Exercise rights and responsibilities of representing the state owners and organizing management of enterprises established and assigned management by the VNA.
15. Manage its organizational apparatus, public employees and workers; working positions, organization of officials in accordance with job titles; decide rotation, transfer, appointment, dismissal, resignation, temporary assignment, training, refresher training, commendation, disciplinary actions, retirement, salary regimes and other policies applied to public employees and workers under its management as prescribed by law.
16. Organize activities of providing services in accordance with its functions and tasks as prescribed by law.
17. Manage and use public property and state budgets transferred at home or abroad in accordance with state budget laws, public property management and use laws and related laws; coordinate financial resources among the units under the VNA as prescribed by law.
18. Submit reports to the Government, the Prime Minister, and ministries assigned to perform state management of the press, publication and other competent authorities.
19. Perform other tasks and entitlements assigned by the Government or Prime Minister in accordance with law.

8. Press Photography Department.

10. Database-Documentation and Infographic Centre.
11. "Tin tuc va Dan toc" newspaper.
12. “The thao & Van hoa” (Sports & Culture) newspaper.
13. VietnamPlus e-newspaper.
14. "Vietnam News and Law” newspaper.
15. “Le Courier du Vietnam” newspaper.
16. Vietnam Pictorial.
17. Vietnam News Agency Publishing House.
18. VNA’s Information Center in the Southern Vietnam Region.
19. VNA’s Information Center in the Central Vietnam - Central Highlands Region.
20. Digital Content and Communication Center.
21. VNA Technical Centre.
22. VNA International Cooperation Centre.
The VNA has a system of regional offices of the VNA in provinces and central-affiliated cities and a system of regional offices of the VNA in foreign countries established in accordance with the law.
The units prescribed in Clauses 1 through 4 of this Article are assisting organizations of the General Director; the units prescribed in Clauses 5 through 20 of this Article and regional offices are information units; the units prescribed in Clause 21 through 22 of this Article are information service providers.
The Administrative Affairs Office has 06 divisions, the Planning and Finance Department has 04 divisions.
1. The VNA has a General Manager and no more than 04 Deputy General Managers.
2. The General Manager and Deputy General Managers of the VNA are appointed or dismissed by the Prime Minister according to regulations of law.
3. General Manager shall be responsible before the Government, the Prime Minister and to the law for the entire operations of the VNA. The Deputy General Managers shall assist the General Manager and be responsible before the General Manager and the law for assigned tasks.
4. The General Manager shall appoint, dismiss heads and deputy entities of such heads and formulate functions, tasks, powers, organizational structures and work relations of affiliated units.
1. “Tin Tuc” (The News) newspaper, “Dan toc va Mien nui” (Ethnic Minority and Mountainous Region) Pictorial, “Vietnam News” newspaper, “Vietnam Law and Legal Forum” magazine and VNA Media Development Centre will continue to operate until the General Director of the VNA issues the functions, tasks, powers, and organizational structures of the “Tin tuc va Dan toc” Newspaper, “Vietnam News and Law” newspaper, the Digital Content and Communication Center, and is granted an operating license by a competent authority in accordance with the provisions of relevant law. The implementation period shall not exceed 03 months from the effective date of this Decree.
2. The VNA Television Centre will cease its operations. The VNA Television Centre shall address financial and asset-related issues; regulations and policies concerning public employees and employees, as well as any other outstanding matters (if any) within 03 months from the effective date of this the Decree. When the above deadline expires, the VNA shall receive and inherit all rights, obligations, finances, assets, personnel, and issues arising during the termination of the operations of the VNA Television Centre.
1. This Decree comes into force from March 01, 2025.
2. This Decree replaces Decree No. 87/2022/ND-CP dated October 26, 2022 of the Government of Vietnam on function, tasks, powers and organizational structure of the VNA.
Article 7. Implementation responsibilities
Ministers, Heads of ministerial agencies, Heads of Governmental agencies, Presidents of the People's Committees of provinces and central-affiliated cities are responsible for implementation of this Decree.
