In order to keep the Covid-19 situation in the City under control before September 15, 2021; on the basis of Plan 2715/KH-BCD dated August 15, 2021 of Steering Committee for Covid-19 Control of Ho Chi Minh City on urgent measures for Covid-19 prevention and control under the Government’s Resolution No. 86/NQ-CP dated August 6, 2021, the City has implemented intensified social distancing measures in accordance with the Prime Minister’s Directive No. 16/CT-TTg March 31, 2020 with the motto: “each commune, agency, factory is a fortress against the pandemic" from 0:00 of August 23 to the end of September 6, 2021;
Steering Committee for Covid-19 Control of Ho Chi Minh City hereby requests that heads of Departments and agencies of the City, Presidents of the People’s Committees of districts and Thu Duc City to strengthen the following measures:
- Establish special working groups in communes with high risk (“orange zone”) and very high risk (“red zone). A working group shall include: the President of the People’s Committee of the commune, police officers, military personnel, officials and public employees of the City, district, Thu Duc city, officers of the commune, members of the community Covid-19 team. These working groups shall carry out inspection, urge the people to strictly practice social distancing; maintain autonomous green zone protection teams; go to market for the people, ensure social welfare, etc. Each working group shall work in a commune and under the management of the People’s Committee of the commune (carried out by Military Headquarters of the City in cooperation with the Department of Internal Affairs, Police Authority and the Border guard of Ho Chi Minh City).
1.2. Review, restrict permitted road users:
- Keep controlling movement of the people (time frames, permitted road users, etc.); instruct agencies and unit to identify their officials, public employees, employees on the road; this will begin on 0:00 of August 23, 2021 or earlier (advised by Police Authority of Ho Chi Minh City).
- Allow officials, public employees, employees of state agencies to work from home; Covid-19 control forces and people handling urgent tasks may apply “three-on-spot” method or work alternatively (advised by Department of Internal Affairs).
- Control activities of shippers in distribution of goods to households (advised by Department of Industry and Trade and Police Authority of Ho Chi Minh City).
- The President of the People’s Committees of districts and Thu Duc city shall prepare the plan for people in “green zones” to go to market once per week.
2. Assurance of social welfare:
- Fully provide assistance for people who have not received it in the social welfare package No. 2; implementing measures to assist hostel owners (exemption and reduction of electricity and water prices) (advised by Department of Labor, Invalids and Social Affairs)
- Prepare 2 million welfare bags; make sure no poor people are left behind; prepare meals for F0 cases that are poor people (carried out by Center for Receipt and Provision of Essential Goods for People Affected by Covid-19).
3. Implementation of enhanced measures for Covid-19 control and minimization of deaths:
Implement Plan No. 2716/KH-UBND dated August 15, 2021 of the People’s Committee of Ho Chi Minh City for SARS-CoV-2 testing in the city. Department of Health shall cooperate with the People’s Committees of districts and Thu Duc City in performing the following tasks:
- Test all households in “red zones” using quick test kits and sample pooling.
- Test the following people: supermarket employees, cargo truck drivers, employees of pharmacies, urban environment and cleaning companies, garbage collection companies (drivers, cleaners), forces at checkpoints, Covid-19 control forces, employees of oil and gas outlet (once every 7 days).
- Accelerate vaccination progress to achieve the target set out in Plan No. 2715/KH-BCD dated August 15, 2021 of Steering Committee for Covid-19 Control of Ho Chi Minh City (carried out by Department of Health in cooperation with governments of districts and Thu Duc City).
- Keep strengthening provision of information and orientation of public opinions about vaccinations (carried out by Provincial Department of Information and Communications in cooperation with Propaganda Department of Ho Chi Minh City).
3.3. Home treatment of F0 cases:
- Establishing 400 more mobile medical stations (consisting of 01 doctor, 02 nurses, 04 volunteers (from Youth Union) in areas with many F0 cases. They shall participate in first aid, monitoring treatment of F0 cases at home. Each medical station shall have medicine bags, 3-5 oxygen cylinders, SpO2 meters, quick test kits, etc. (carried out by governments of districts and Thu Duc City as instructed by Department of Health).
- Prepare 100.000 medicine bags for treatment of F0 cases at home (carried out by Department of Health).
Department of Industry and Trade shall, by utilizing the existing distribution system of the city, cooperate with special working groups in ensuring adequate supply of goods in the city, especially essential goods.
Intensify inspection and supervision of enterprises. Enterprises may only keep operating if the requirements in Plan No. 2715/KH-BCD dated August 15, 2021 of Steering Committee for Covid-19 Control of Ho Chi Minh City are satisfied (carried out by Department of Industry and Trade, management boards of export processing zones, industrial zones, hi-tech zones).
6. Heads of Departments and agencies of Ho Chi Minh City, Presidents of the People’s Committees of districts, Thu Duc City, communes, commune-level towns shall, pursuant to Plan No. 2715/KH-BCD dated August 15, 2021 of Steering Committee for Covid-19 Control of Ho Chi Minh City, the Government’s Resolution No. 86/NQ-CP dated August 6, 2021 and instructions in this document, prepare their own implementation plans, which shall have the contents, measures for social distancing, assurance of security and order, supply of food for households, monitoring and treatment of F0 cases at home, assurance of well-being of the poor, reasonable use of forces and equipment , etc. to best serve Covid-19 prevention and control.
Steering Committee for Covid-19 Control of Ho Chi Minh City hereby requests that heads of Departments and agencies of the City, Presidents of the People’s Committees of districts and Thu Duc City strictly implement this document and report difficulties that arise during implementation to the Steering Committee for consideration./.
